Concurrently, she serves as chief executive officer and president of Elite Disaster Consulting since 2013 and at Elite Disaster Consulting International, LLC, based in Puerto Rico, since 2021. She began her career as a consultant, program manager, and certified housing counselor at North Carolina Redevelopment Center from 2001 to 2012. She worked as a consultant and disaster recovery manager/housing counselor at the North Carolina Department of Public Safety from 2011 to 2012. At Adjusters International within the New York State Department of Emergency Management, she established herself as task force leader and public assistance crew leader from 2012 to 2015.
Dr. Mullins continued her career as chief executive officer and founder of The Processed Woman, Inc. from 2012 to 2023. She contributed to the Georgia Emergency Management Agency and Homeland Security as a risk reduction program manager from 2015 to 2017 and at Hagerty Consulting as a recovery program manager from 2017 to 2018. She was appointed to the role of senior FEMA subject matter expert, policy advisor, and project manager for the Institute for Building Technology and Safety from 2018 to 2019. She was active as executive disaster recovery director at Cornerstone Sigma Consultants, LLC from 2019 to 2021.
Before embarking on her professional path, Dr. Mullins pursued an education at Ashford University where she earned a bachelor’s degree in homeland security and emergency management. She concluded her studies at the University of Sedona, graduating with a PhD in philosophy and a minor in holistic life counseling. She holds 43 certifications from the Emergency Management Institute and is a certified holistic life coach/counselor and emergency manager.
Beyond her responsibilities within the field, Dr. Mullins has participated in numerous endeavors outside of her professional circles. She found success with her written works “The Invincibility Code: How to Shift the Trajectory of Your Life and Crystalize a New Reality.” In addition to her primary vocation, she remains affiliated with various organizations in relation to her areas of expertise. She was a member of the US Women’s Chamber of Commerce and the American Association of Drugless Practitioners.
In light of her impressive undertakings, Dr. Mullins has accrued several accolades throughout her career. She received a Lifetime Achievement Award from President Joe Biden in 2023 and an Outstanding Achievement Award from the New York State Division of Emergency Management. She was presented with an EMI Certificate of Achievement from the Federal Emergency Management Agency.
