Before this, he retired from the U.S. Department of Defense, where he served as an engineering technician, quality assurance specialist, and contracting representative at Arlington National Cemetery from 2005 to 2020, during which time he maintained the quality assurance of their headstone contracting and the sacred hallowed grounds of Arlington. His experience also includes roles as a maintenance specialist at the Pentagon with the U.S. Department of Defense from 2000 to 2001 and engineering team lead and valve crew leader for the U.S. Army Corps of Engineers from 1990 to 2000. He also contributed to enhancing policies and procedures at Arlington National Cemetery from 2010 to 2020 and led a design update for funeral chair covers, introducing a modern and durable version from 2018 to 2019. He has also dedicated time as a coordinator of volunteers with Comcast from 2000 to 2013, supporting projects that repair, clean, and install government-issued headstones for veterans’ families.
In light of his impressive undertakings, Mr. Manning was awarded the Distinguished Service Medal upon his retirement from the Department of Defense, recognizing his dedication at Arlington National Cemetery. He also received several Exceptional Service Awards for his work with both Arlington National Cemetery and the U.S. Army Corps of Engineers. He takes great pride in having served as chairman of the Sole Source Selection Evaluation Board for Arlington National Cemetery and the Airman’s Home in 2011. In 2010, he was appointed to the U.S. Inspector General’s Investigation Team, where he played a crucial role in addressing burial discrepancies at Arlington National Cemetery. His career is further distinguished by multiple awards, honors, and medals recognizing his unwavering commitment to excellence in public service.
After retirement, Mr. Manning sought to continue his dedication to service by founding Manning Memorial Services, a funeral business that reflects his commitment to supporting families with dignity and care.
