Velma M. McMillan, multi-franchise owner for Blo Blow Dry Bar and chief financial officer of the Quantum Alliance General Agency, has been recognized by Marquis Who’s Who Top Business Owners for dedication, achievements, and leadership in insurance and entrepreneurship.
Backed by 15 years of professional history, Ms. McMillan has established herself as a successful entrepreneur. Before reaching that point, she began her career as an executive assistant for Hogan Financial Systems Inc. in 2011. Ms. McMillan built up her expertise in running a business as an operations manager for Artisan Baking Co. from 2012 to 2014. She then shifted into the insurance field, first as a sales counselor agent for Travelers, then as an insurance agent for Magnum Insurance Services, and an underwriter, customer service specialist and marketing representative for Apollo Managing General Agency.
Embracing her extensive experience in the insurance field, Ms. McMillan joined her husband in creating Quantum Alliance General Agency in 2016. She initially served as a marketing representative for the company but later stepped into the role of vice president of operations and, in her current position, chief financial officer. Ms. McMillan tracks money in the agency on a daily basis while also handling recruitment and training. She manages more than 25 employees, ensuring the company is stable and set up for strong long-term performance.
In addition to her work with Quantum Alliance, Ms. McMillan became a franchisee for the Blo Blow Dry Bar business in 2019. This move was inspired by her frustration with needing to drive long distances to get her hair done. As a franchise owner, Ms. McMillan oversees five Blo Blow Dry Bar locations in Texas — Rockwall, McAllen, Las Colinas, Flower Mound and Allen — plus one in Bristol, Virginia. Between all six stores, she employs nearly 90 people, including branch managers and an operations manager. Ms. McMillan has also operated as an independent beauty consultant with Mary Kay Cosmetics since 2016. She finds great satisfaction in making a difference in women’s lives and helping them to look good and feel good about themselves.
Along the path of her professional journey, Ms. McMillan has been guided by a solid education. She obtained a bachelor’s degree in business administration and management from Capella University in 2016. Subsequently, Ms. McMillan earned a Master of Business Administration in marketing from the same institution in 2018. She is licensed as a managing general agent through the state of Texas, as a claims adjuster in 12 states, and in property and casualty in 35 states.
Long dedicated to civic advocacy, Ms. McMillan has demonstrated an active engagement with her broader community. An animal lover, she is a longtime supporter of Rockwall Paws, an animal adoption organization in Rockwall, Texas. Ms. McMillan has donated to Helping Hands of Rockwall County, which provides critical food, shelter and medical assistance to people in need. She has also been affiliated with Meals on Wheels and the Rockwall Area Chamber of Commerce.
Outside of her career, Ms. McMillan is a devoted wife to her husband, Charles, a loving mother to four children — Page, Matthew, Madison and Marshall — and a caring grandmother to two grandchildren, Aria and Kai. When she’s not working or spending time with her grandchildren, she finds fulfillment through crafting and traveling, especially to attend women’s conferences. Looking to what’s next, Ms. McMillan is set on continuing to expand her presence as a Blo Blow Dry Bar franchisee with a goal of owning 20 locations across the United States. Between these salons and her insurance business, she aims to build a lasting legacy that offers her children multiple directions to explore in the future if they want to carry on in the family business.
