As a principal and attorney at Haskell, Slaughter & Spratling LLC since 1986, he has dedicated his career to the practice of law with a focus on bond law. In this role, he has been instrumental in providing legal services and counsel in various capacities, including industrial and commercial development, infrastructure, utility, and education financing. In addition, he has worked as a business law teacher at the University of Alabama at Birmingham and served as counsel to the Birmingham Industrial Development Board, underwriters, and banks in connection with public and private finance transactions and to new and expanding businesses in realizing state and local tax benefits.

Mr. Spratling began his career in law after securing a solid educational foundation. He initially earned a Bachelor of Science in Economics from Auburn University in 1967, followed by a Juris Doctor from Vanderbilt University Law School in 1971. He continued his academic efforts by obtaining a Master of Laws in Taxation from the University of Alabama School of Law in 1982.

In light of his impressive undertakings, Mr. Spratling has earned recognition as a “nationally recognized bond counsel” for over 30 years. He was named the Best Lawyers® 2018 Birmingham Public Finance Law’s Lawyer of the Year and has been consecutively listed in the annual edition of The Best Lawyers In America for public finance law from 2010 to 2020. He also held the AV® Peer Review Rating from Martindale-Hubbell from 1999 to 2020, the highest rating achievable.

Beyond his responsibilities within the field, Mr. Spratling has contributed to the community as the president of the National Genealogical Society in 2012 and as chair of the State Bar Association’s History and Archives Committee. Additionally, he has been actively involved with the Federation of Genealogical Societies. His dedication to preserving legal history is evident through his publication, “From Power to Service: The Story of Lawyers in Alabama,” a significant achievement during his tenure as chair of the State Bar Association’s History and Archives Committee.

In addition to his primary vocation, Mr. Spratling remains affiliated with various professional organizations. He has been a member of the American Bar Association, serving in the Section of State and Local Government Law, Public Finance Committee, Section of Business Law, and Section of Intellectual Property Law from 1992 to 2020. He has also been involved with the Alabama State Bar, serving as chair of the History & Archives Committee from 2004 to 2012, on the board of editors for The Alabama Lawyer from 1992 to 1995 and 2001 to 2005, and as a member of the Permanent Code Commission. He was a member of the governing council of the Alabama Law Institute from 1979 to 1983 and has held various roles in the Birmingham Bar Association, including chair of the History & Archives Committee and co-chair of the professional ethics committee.

Mr. Spratling attributes his success to dedication, hard work, and a passion for law. He credits his transition into bond law and subsequent success to the mentorship of William Slaughter.
